We expect our suppliers to share the same commitments and encourage our suppliers to meet or exceed our quality standards. We sometimes partner with our suppliers through guidance and problem-solving of manufacturing processes to produce specialized parts. We continually promote performance excellence across all internal and external operational disciplines.

OUR SUPPLIERS

Howell Instruments values the relationships we foster with our Suppliers. The Supplier’s contribution to our supply chain is important in producing a quality product that meets our customer needs and expectations. When Howell extends a purchase order to a Supplier, we are also extending an offer to accept the Supplier’s commitment to provide us with product or component(s) that meet our specifications, requirements, and quality standards. The Supplier quality and delivery requirements are outlined in the Supplier Terms and Conditions document.

AWARENESS

Howell Instrument Suppliers and their employees should be aware of their contribution to our product or service conformance by ensuring the specifications and requirements as defined in the purchase order and associated documents are met. This conformance also extends to product safety where all items purchased on a Howell Instruments purchase order shall meet all applicable safety laws, codes (local, national, and international), and directives in accordance with AS9100 and AS9110. Our Suppliers and their employees must also be committed to high standards of ethics and business conduct in accordance with all applicable laws and regulations (ie. corruption, bribery, extortion, human rights).

COUNTERFEIT PARTS

Howell Instruments Supply Chain and Quality teams are committed to zero-tolerance of counterfeit parts. We continually work with suppliers to ensure purchases are made directly from the Manufacturer or Manufacturer approved sources. We are compliant through training, detailed inspection, traceability, and certificate of conformance requirements for all parts used in the production and development of our products. We are further committed to adherence and flow down of DFARS 252.246-7007 – Contractor Counterfeit Electronic Part Detection and Avoidance System and as indicated in Section 26 under the Quality/Product Control Provisions of the Terms and Conditions.

FAR/DFAR COMPLIANCE

If line items on a Howell Instruments Purchase Order reference a Defense Priorities and Allocation System (DPAS) rating, then the supplier must comply with applicable FAR/DFAR flow down clauses as provided in the FAR/DFAR section of this website. Suppliers are also responsible for further flow down of the rating indicated on the PO, applicable clauses, and government contract number to their supply chain and subcontractors. Applicable Laws and Regulations under Section 16 of the Terms and Conditions further defines the DPAS levels of regulation and responsibilities.

ITAR COMPLIANCE

ITAR compliance is in effect when the Howell Instruments, Inc. Purchase Order identifies ITAR’s compliance for a specified part and indicates that the information contained may be subject to International Traffic Arms Regulations (ITAR) or Export Administration Regulations (EAR) controls and may not be disclosed to any foreign person(s) or firm, including persons employed by or associated with your firm, without first complying with all requirements of the ITAR, 22 CFR 120-130 and the EAR, 15 CFR 730-774.

This notification indicates compliance obligations under ITAR to all suppliers doing business with Howell Instruments.
